Bug Description

Per comments on https://bugs.launchpad.net/microstack/+bug/1812416, there might be a build issue on 18.04.

Next steps: confirm, and figure out what needs to be done to fix.

The issue is a few stage packages that reference versions specific to xenial.

We need to build those versions from source instead.

This is fixed. We still need to do more with the build pipeline to make it less dependent on things. But we can build in the current LTS without issue, and can also build on 19.10.
