Bug Description
Initial support for cluster recovery has landed in MicroCluster [1]. MicroOVN should consume the API introduced there to allow a cluster with permanently lost quorum to recover.
Address changes as a part of cluster recovery are planned but not yet implemented. No code changes will be needed once MicroCluster supports changing addresses.
