Bug Description

# microovn.ovn-nbctl --detach
2023-12-11T16:52:56Z|00001|stream_unix|ERR|punix:/var/snap/microovn/common/run/ovn//ovn-nbctl.147377.ctl: listen: Operation not permitted
ovn-nbctl: /var/snap/microovn/common/run/ovn//ovn-nbctl.147377.ctl: could not initialize control socket (Operation not permitted)
ovn-nbctl: failed to create unixctl server (Operation not permitted)

Presumably this is due to a missing `network-bind` plug for these tools
