So the "real" error is this one:
> /tmp/tmpzsfecpg0/src.linux-x86_64-3.8/all_matrix2pymodule.c:18:10: fatal error: Python.h: No such file or directory

on ubuntu this is typically fixed by doing
sudo apt install python3-dev

(but note I do not run on ubuntu so I can not test that command(
