please split .a to *-staticdev

When I build yocto/HEAD by meta-linaro/HEAD, I get the following errors.

I think this is caused by libstdc++.a and libsupc++.a' is not assigned to staticdev.
I've created a patch to resolve this problem.

Could you check and apply?
