qgis-plugins-meshing package requires apache2.2-bin

Bug Description

The qgis-plugins-meshing packages depends on php5-mapscript which now (since version 6.2?) depends on libapache2-mod-php5, which depends on apache2-common which depends on apache2.2-bin. Thus when you install the qgis-plugins-meshing package it also installs apache2.2-bin which leaves an apache webserver running on your system. This isn't really desirable.

So question is do we need php5-mapscript in the plugin or should we chase up debian/ubuntu to not have the php5-mapscript depend on apache?
