[WB] Rewrite Action->Base field to use @ref Barricade facility

Currently the list of all possible OpenStack base actions together with their arguments is received by an AJAX GET-request to a url hardcoded inside schema. That's inconsistent with the way available resources are enumerated in HotBuilder - for each (action, args) entry a separate Barricade object should be created, then the @ref facility should be used to reference a particular entry inside a specific Workbook->Action->Base. Base Input should reference Base->Args as well via @ref facility.
