[WB] task-defaults section isn't full

Bug Description
Now 'task-defaults' section consists of 'on-success', 'on-error' and 'on-complete' items, but it is not all.
'Policies' also should be inside the 'task-defaults' section.
Also in case of 'reverse' workflow 'task-defaults' can include only 'policies', because 'on-success', 'on-error' and 'on-complete' are work only with direct workflows.
