Bug Description
Creating and editing an election fail to record the dates specified. Debugging the error message shown told me that the
my_strtotime() calls were using the wrong arguments. The attached patch solve the problem.

I discovered that the patch is insufficient. The function my_strtotime() remove the hour part of the time stamp.
The attached patch solve this problem too.
