Bug Description
When setting up memberdb for the Skolelinux member organization,
I discovered a bug in the source. The access control for the
membership list and export is using the wrong $permissions_pages
entry, and thus only those with admin rights get to see the member
list.
This patch solve the problem. I also extended the error message to
make it easier to discover these kind of problems in the future.
