battery percent goes down during playback, even while charging

Bug Description
I tried playing some videos on my Nexus 7, and discovered that doing so causes the battery charge to decrease even while actively charging. After an hour, the charge went from 100% to 82%, and the back of the case was pretty warm. In comparison, leaving the device unplugged but on/idle overnight only took the battery down to 99%.
The video was a mpeg4 file, 1300kbit/s, 640x352. So, relatively low-bitrate, considered good quality a decade ago but pretty outdated now.
During playback, 'top' shows:
