US Closed Captioning (ATSC) unsupported?

Bug Description

US ATSC closed captioning seems to be unsupported.

In Video > Subtitles menu there is a "None" option, and that is the only option available.

Subtitles are actually a different thing according to US Standards.

I will be happy to provide whatever is necessary.

The device used is a Hauppage WinTV-HVR950Q which does support Closed Captioning.

Hi Josette,
Can you record the program with Close Caption by Me-TV, and upload it to some file hosting?
I think that might cause by Me-TV disable all VLC config.

Do not know, if this "closed captioning" is the same thing as DVB subtitles, but DVB subtitles support seems to be dropped between versions 1.3.7 to 1.4.x

In v1.3.6 and v1.3.7 there is Video/Subtitles, but in v1.4 no such thing.
