Can't start encoding if network target not there

Bug Description
Steps:
1. Set the encoding target to a shared network drive.
2. Later, start ripping a CD when that network drive isn't available.
Results:
Encoding is queued but doesn't start.
Even if you go into preferences and change the encoding target to a local drive, there's no way to tell the encoder to start going.
Worse, if you quit you lose your encoding queue.
Workaround:
Reset the encoding target to a local drive, quit, then re-rip the CD.
