Bug Description

Encountered a bug where Max produces Ogg FLAC files which cannot be used by FLAC as encoding input files, nor can metaflac correctly read them. When the tags are added to Ogg FLAC, a framing bit is added at the end which turns into an extra unexpected byte. The result is that .oga files produced by Max can't be re-encoded by flac. It also means that Max is unable to read the metadata in a .oga produced by Max itself when trying to convert files.
