Bug Description

OS 10.11, iTunes v. 12.3.0.44
Attempted to encode an AIFF file into an m4a AAC for use in iTunes. Went to verify my settings for AAC VBR and found that I could only select whether to append m4a or m4r as the extension. No quality or bitrate settings were permitted.

Suspecting this is an issue accessing CoreAudio services for some reason? Anything that utilizes AAC appears to be broken for settings outside of setting the file extension.
