entire HD filled with syslog files ?mate.panel.applet

Bug Description

Linux Mint 18.1 upgraded to 18.2 via gui updater - all save kernel version still 4.4.0-53-generic.

Ran out of drive space on a fairly new installation. /var/log dir is HUGE. tail syslog gives following:

tried killall mate-panel, didn't appear to help. Restarted computer and rotated and deleted log files. Appears to be back to normal operation.

I have no idea what goes on here or how one would go about reproducing the event, but am thinking that handling of such an event might be improved if this turns out to be a common problem?

Same bug but with a different cause
seems to be triggered by mintmenu applet faults and error handling

continues for 24GB - fills root (was 29GB/30GB last time)
