Incorrect service_type passed for parsing micro-version from OpenStack-API-Version request header

Bug Description

If you pass -H "OpenStack-API-Version: instance-ha 1.1" in the request header, it doesn't return 406 response.

Reason: service_type passed to read api version in set_api_version_request method is incorrect. It should be instance-ha instead of masakari.

    Fix parsing api version with correct service_type

    Masakari project service_type is `instance-ha` but it reads
    the api_version from `OpenStack-API-Version` request header
    using service_type `masakari`.

    This patch fixes this issue by changing service_type from
    `masakari` to `instance-ha`.
