Masakari engine seems not to run periodic jobs

Hi,

In my deployment masakari-engine seems not to run periodic jobs (or does not launch at all), and it hangs just after start.

I have the following output in logfile just after start:

But once I try to stop masakari-engine, it sends to log the following message:
2018-11-01 11:58:11.558 23059 WARNING oslo_messaging.server [-] Possible hang: stop is waiting for start to complete

As a result notifications are not processed, and stays in New in api:

Sorry, found a problem in config - transport_url must contain ?ssl query in the end.
