Bug Description
If you create a failover segment, the created_at field is stored in db in UTC timezone format and the same field is displayed on masakari-dashboard in UTC timezone format.
On my machine, I have set timezone as JST, so the created_at field should be displayed in the local timezone format instead of UTC.

To get the value of created_at field in local timezone format, you can change the timezone from dashboard settings. For JST need to set value of timezone to UTC + 9:00 Japan Time.
