Bug Description
I couldn't update "on_maintenance" of host in following conditions.
I got "409" in these cases.
Is this correct as masakari API specs?
e.g.
There a two hosts in the same segment.
* Host-1: There are only "finished" notifications about this host.
* Host-2: There are some "error" notifications about this host.
In above the condition,
- I can't update "on_maintenance" of HOST-2.
IMO, this is correct.
- I can't update "on_maintenance" of HOST-1, too.
IMO, this is bug.
