Bug Description
When run zaza tests, we can see errors in debug-log:
> juju debug-log --level=EEEOR
...
unit-pacemaker-
...
The juju-info relation should be optional, and this should not report an ERROR level log.
There is the same issue with charm-masakari-
I get the same thing with a custom charm.
