use to rows of icons in toolbar editor

Bug Description

Instead of having two columns of list, use two rows of icons in the toolbar editor. This more closely mirrors how the toolbar will actually appear to the user.

It look nice but i am pretty sure people would be confused and would try to drag directly to the toolbar.

In my opinion, it should be the case, it would be much more user
friendly, and we would only display the unused icons in the dialog but
it would need some work on GtkToolbar…

No I think we can remove this or granite since we never adopted toolbar customization across apps
