Don't use the local config for tests

Bug Description

Based on current implement, Marconi is using local config for tests. But obviously, it doesn't make sense. IMHO, only the config under tests/etc/ should be used, except there is an explicit configuration.

Using a local config is useful, when you need to run the functional tests etc. against a remote marconi-server.
You could store the keystone credentials etc. in the external config, without having to worry tht these will get accidentally uploaded with a patcheset
