[wsgi] total size for all message bodies is not validated

Bug Description

Individual body sizes are validated, but not the sum. It is currently fudged by checking the entire request body length, rather than the sum of individual message bodies.

This bug is no longer valid, since we are redefining what "max message size means" to just be "max size of post message request, including whitespace".
