The step configuration interface is not consistent

Bug Description
When a step is unconfigured there is a red gear icon to indicate this, but when it is configured the gear disappears and there is no indication of how to reconfigure it, which has to be done by using the context menu. It would be better to retain the gear icon but change the colour to green to show that it is configured. Then clicking the gear is always the way that the step is configured.

I do have a green icon for this purpose, I had originally had this happening but at some point I decided that it was cluttering up the workflow view.
The main reason I felt it was cluttering up the workflow view is because I wanted an icon to represent a modified Mercurial workspace, so now I have two icons covering up a good chunk of the workflow step icon and it was starting to look messy. Maybe a smaller green icon is a way forward or smaller icons in general.
