Description
===========

The test test_can_apply_new_cephx_rules_when_one_is_in_error_state in the test_rules_negative file from manila-tempest-plugin is failing in some cases, as the share creation is not specifying a share type and the environment doesn't have one.

Steps to reproduce
==================

- Set up an environment
- Do not have a default share type
- Try to run the mentioned test

Expected result
===============

The test should pass.

Actual result
=============

The test fails because the scheduler could not find a share type [1]
