[RFE][NetApp] Rest API: enhance create_port_and_broadcast_domain

Hi,

with NetApp Rest Api the command to create a vlan (POST /network/ethernet/ports) takes an optional argument to specify the target broadcast domain.
This gives the opportunity to make one API call instead of two (create vlan in Default broadcast domain and modify to move into target broadcast domain).

Having one API call less is a win in its own.

But on top it would also help to improve my security setup. I use rbac to control my manila service user on the NetApp backend and with that change it would no longer need permissions to modify the Default broadcast domain.

Priority is pretty low, because both points are just theoretical currently (i.e. I did not have an incident with the default bd domain being modified, where it should not and also I did not see performance problems with having two API calls for vlan create, yet)
