Bug Description

When share server creation fails on share create, users get a very generic error 'Could not find an existing share server or allocate one on the share network provided'.

Often the reason is missing ports quota ('manila.exception.PortLimitExceeded: Maximum number of ports exceeded.' only visible in the logs, not visible to customers), where they could've helped themselves. Improve the user message in this scenario and tell about this missing quota.
