Bug Description
Hi,
we just switched our unit test instance from ubuntu 18 (which is EOL soon) to ubuntu 20.
python is installed via pyenv (I'm not sure how it was before)
And running tox -e pep8 gives above error, apparently there is no symlink /usr/bin/python3 (and also no /usr/bin/python).
I think it makes sense to use /usr/bin/env python as shebang.
What do you think?
