Cephfs NFS driver fails to install libntirpc3

Description
===========
Manila jobs started failing after the base ubuntu image for devstack was migrated to ubuntu 22 by default. It is a community wide goal [1] and all projects should adhere to the newest versions.

The Cephfs NFS job started failing due to the lack of one package: libntirpc3.

Steps to reproduce
==================

Try to setup Manila in a devstack using the Cephfs NFS driver.

Expected result
===============
Devstack should set up properly

Actual result
=============
Devstack fails with the lack of the libntirpc3 package.

Environment
===========
1. Devstack with Ubuntu 22.04, on master branch (Antelope)

2. Cephfs NFS backend

3. IPv6 enabled
