Bug Description

In bug 1811943, max share size limit was introduced. However new customer use case is provided to offer separate value of share extend size limit e.g.

if max share size is 100 gb, max share extend size should be 150gb. This allows admin to extend the share if its already created with max share size limit. However non-admin user can create/extend share only upto max share size.

Instead of adding new quota, it is not restricted using new extra spec of share_type.
