Bug Description

Create quota class sets docs to include some usage examples in the manila administrator guide.

Right now we don't have proper documentation covering this API. We only have some docs in the API ref, which are helpful, but might be unnoticed by some users.

A nice discussion on this topic was raised during the implementation of this command in the OSC manila plugin. Enhance quota documentation

    These doc enhancements still use the "manila"
    CLI/shell utility. It makes it easier to
    backport to older branches. A future commit
    will update all documentation to use OSC.
