The test ` test_logging_with_tuple_argument` from ``manila/tests/test_hacking.py` is failing with Python 3.8.

Thank you for reporting this bug. I'm unable to reproduce this locally on my python3.8 environment:

Can you share your environment? Also, we're now running a python3.8 unit test job against 'master' (Ussuri candidate), and all unit tests are passing: https://zuul.opendev.org/t/openstack/builds?job_name=openstack-tox-py38&project=openstack%2Fmanila
