Tempest tests broken in stable/ocata

https://review.openstack.org/#/c/516926/ introduces functional tests back to stable/ocata, however all tempest-test jobs fail.

If remaining test issues can be addressed by switching the lvm job to ubuntu xenial then that's fine: the only reason we were running the lvm job with centos was to avoid an ubuntu ipv6 issue and we're not running those tests in ocata anyways.

This issue was fixed in the openstack/manila 4.0.2 release.
