access list metadata tests are running in stable branches

Recently the access list metadata feature was added at microversion 2.45 with tempest tests [1].

These tests are run -- and fail -- even on stable/branches where the maximum supported microversion is lower [2].

    Skip access metadata tests at unsupported versions

    Recently share access metadata tests were added for
    microversion 2.45 without the skips needed when they
    are run on stable branches, where there is no support
    for that microversion.

    Add the needed skips.
