Some Manila Quota Tempest Tests have Wrong Test Tags

Bug Description

There are some tests in the test_quota.py file that are erroneously labeled as negative test cases. The test implementations do not expect an exception and none are generated by the actions of the tests. These tags should be updated.

    Fix erroneous test labels in quota tests

    There are some tests in the test_quota.py file that are erroneously
    tagged as negative. This patch changes those tags to be positive to be
    in line with the actual actions of the tests.
