Bug Description

Recently the legacy-manila-ui-dsvm job fails even with DO NOT MERGE canary patches like [1] with an error indicating that 'cloning is not allowed in this configuration', referencing manila-tempest-plugin [2].

This job was removed in favor of manila-ui-dsvm, which is now in-tree, which does not face this problem. Please feel free to re-open in case you see this again.
