Bug Description

NetApp driver supported consistency groups since their introduction in Liberty. However, in a recent change [1], consistency groups were replaced by Share groups. This change affected the cDOT driver's ability to take group snapshots that are consistent.

Re-enable broken CG code in NetApp driver

Override the new create_share_group_snapshot() method in the driver class
and call the old CG snapshot code if the share group specifies CG
support, otherwise fall back on the new (existing) code.

This patch also removes dead code from the old CG feature from Newton and
    earlier releases.
