Manila allows invalid combos of access rule type and share protocol

Bug Description

At the Barcelona Ocata Summit, the Manila team agreed to limit NFS share access rules to type 'ip' and CIFS share access rules to type 'user'. This patch updates the API to enforce these combinations.
