zfsonlinux: nfs-kernel-server does not get started automatically

Zfsonlinux driver requires running nfs-kernel-server. When installing manila with devstack the plugin installs nfs-kernel server, but then it does not start properly. The reason for this is the following bug: https://bugs.launchpad.net/ubuntu/+source/nfs-utils/+bug/1052264

It could be circumvented by adding a dummy export to /etc/exports and restarting nfs-kernel-server.

    Make nfs-kernel-server run on a clean host

    nfsd refuses to start on a host with empty /etc/exports. This
    change adds a workaround for affected first-party drivers.

    Fix check for nfsd presence

    Check for nfsd has been implemented incorrectly and has
    apparently checked nothing. This change fixes that.
