Coverage job fails in stable/liberty pipeline

The coverage job runs tests twice; once against the older version and once against the latest one -> because of which, we're seeing errors in some unit tests because manila/utils.py uses timeutils.total_seconds() -> Which is currently unavailable (the version of oslo_utils downloaded by the test is: oslo.utils==3.13.0)

    Use constraints for coverage job

    OpenStack CI supports now constraints in the coverage job - as a first
    job to check that the recent changes for zuul-cloner work correctly.

    Use constraints for cover environment.
