VNX driver doesn't support port configuration

Bug Description

VNX driver will use the ports(devices) randomly. This will caused problem if some ports are not connected to network which is used by Openstack.

    Add interface port configuration in EMC VNX driver

    Add a new list option 'emc_interface_ports' to configure the network
    devices that can be used by share servers. And refined managed pools
    selection method to use a new utility method.
