Bug Description

Update quota usages correctly in manage share operation
Update quota usages correctly in unmanage share operation
Update quota usages correctly in manage share snapshot operation

Make share snapshot manager's method "manage_snapshot_existing" use "quota" interface
for updating quota usages instead of direct DB update. It will allow
us to fail correctly if quota exceeds limit.
