devstack plugin is not able to set up "snapshot_support" extra spec for default share type

Bug Description

Recently was added new feature to Manila - snapshots became optional. And share type creation have new optional key "--snapshot-support". By default it is set to True. Devstack should be updated to support this new option. Without it, it is impossible to change its value not hacking devstack.

Invalid because we can set any key-values for default share type using env var "MANILA_DEFAULT_SHARE_TYPE_EXTRA_SPECS". See [1]
