Bug Description
DevStack has the functionality to enable services individually, but this functionality is not possible with manila services once manila plugin does not support it. This functionality is important for multi-node DevStack environments.

This would be a nice thing to have, to do multi-node testing with devstack+manila, where we can disable the manila-api, manila-share, manila-scheduler, manila-data services selectively on one or more nodes.
