Extend share doesn't work for GPFS manila driver

Bug Description

Extend the size of the share is currently not supported by IBM GPFS Manila driver. This is one of the minimum driver requirements for manila. Tempest test also fails for extend share.

    Adding extend share support in IBM GPFS Driver

    This change helps extend the size of the share by
    changing the quota on GPFS fileset created for
    that share.
