HP3PAR Creating cross-protocol share never completes using older client with newer 3PAR

When creating an cross-protocol share from snapshot (i.e. the new share protocol is different from the original share protocol) the create share will never complete if using the 3.2.0 hp3parclient with the 3.2.1 MU3 3PAR update.

The fix is really in the hp3parclient, but the Manila 3PAR driver is being fixed to require this new minimum client.

    HP 3PAR Add version checking and logging

    Check for the minimum supported hp3parclient. The older ones are
    not supported and this minimum fixes a bug. Log the hp3parclient,
    3PAR WSAPI and driver code versions as requested by support.
