Bug Description
In EMC VNX Manila driver, it is hard code to select the first physical port to create network interface. It will make the traffic over-balance. Meanwhile, VNX can not well support multi-tenant (create the interfaces which have the same IP but difference vLan ID). It is better to check the existing interfaces to well handle this case.
