Bug Description
How to reproduce:
1. create a share
2. create an access allow rule
3. using admin user to delete the share-server instance using nova command
4. deny the access rule created in #2
the access rule will be in error status and cannot be deleted anymore.
Analysis:
the decorator "ensure_server" of some method in generic driver which is dedicated mostly for share creation is not always necessary.
