wrong sequence of called functions in devstack plugin

Bug Description
Manila's services should start after creation of nova's flavor and glance's image.
Now it is vice-versa.
m-shr starts first, then name of created image become written to /etc/manila/
In this way, manila's config doesn't get new name for image and tries to get image with default value then fails.
Changes are getting effect after restart only.
